Next Tuesday (27), at 7 pm, Live Sechat will welcome the rapporteur of the substitute for Bill 399/2015, which will regulate the cultivation, processing, research, production, and commercialization of cannabis-based products for medicinal and industrial purposes in Brazil. Federal deputy for the state of Paraná, Luciano Ducci (PSB) will detail how the progress of the project is in this phase of receiving amendments, which precedes the final vote scheduled for May 17.

Ducci played a decisive role in the new wording of PL 399/2015
Alongside the president of the Special Commission on Formulated Medicines with Cannabis of the Chamber of Deputies, deputy Paulo Teixeira (PT-SP), Ducci was fundamental in the discussions and articulation for the construction of the new text of PL 399/2015. On March 20, he presented his report to the commission.
For the deputy, the great innovation of the project, which regulates and amends law 11,343/2006 (drug law), are the rules for cultivation, since the legislation itself already allowed cultivation for medical purposes and for research, although it did not specify the parameters. "The substitute provides for safety rules, inspection, as well as provides that those interested in planting must seek authorization from the corresponding public agency, depending on the purpose of the planting," highlights Ducci.
The differentiated inclusion of patient associations and the provision for veterinary use are also innovations of the proposal. Associations will be subject to rules similar to those of the living pharmacies of the SUS. Established by the Ministry of Health, through Ordinance MS/GM no. 886/2010 as a pharmacy model in the context of National Pharmaceutical Assistance. This model encompasses the cultivation and processing of medicinal plants, with the aim of offering phytotherapeutic pharmaceutical care as a therapeutic resource.

The proposal also provides for permission to cultivate industrial hemp, a type of Cannabis that is not used for recreational purposes, used in more than 50 countries worldwide for the production of cosmetics, supplements, clothing, cellulose, among many other applications. Even this type of plant, according to the proposal, must be subject to inspection, authorization, and safety rules.
