Zohran Mamdani has been elected the new mayor of New York and is expected to bring a new approach to cannabis policy in the city. A progressive and former state assembly member, Mamdani indicates that he will replace heavy-handed enforcement with a focus on social equity and integration into the regulated market.
At 34 years old, Mamdani, a self-proclaimed socialist born in Uganda, built his political career in the New York State Assembly. He has represented the 36th district (Astoria and Long Island City) since 2020.
In the legislature, he has consistently aligned himself with progressive agendas, such as affordable housing and criminal justice reform. Notably, he voted in favor of legalizing cannabis for adult use.
Mamdani's position on cannabis
His stance on the issue was highlighted during a campaign debate in October. When directly asked by the moderators if he had ever bought cannabis, Mamdani answered affirmatively.
He made a point to differentiate his action: "I bought cannabis at a legal cannabis store." The response contrasts with that of competitors, such as Andrew Cuomo, who answered with a curt "No."
The mayor's power in cannabis regulation

Although licenses for cultivation and sale are issued by the Office of Cannabis Management (OCM), the Mayor's Office holds significant power. The mayor's office sets the enforcement priorities for agencies such as the Police Department (NYPD) and the Department of Consumer and Worker Protection (DCWP).
Additionally, the municipal administration influences the budget for inspections. It can also promote initiatives to support small businesses, such as the Cannabis NYC program.
