New REPROCANN? Rules for registration and cultivation of medicinal cannabis in Argentina to change by 2025
New resolution redefines who can cultivate, imposes stricter rules, and creates a new category for research with medicinal cannabis in Argentina

The Ministry of Health of Argentina revoked Resolution 3132/2024 and established a new regulatory framework for the cultivation of medicinal cannabis in the country. With the publication of Resolution 1780/2025 in the Official Gazette on Friday, patients, organizations, and scientific projects will be able to register again, but under stricter requirements and with greater supervision.
In a scenario where public health, science, and the rights of medicinal cannabis users are still under debate, the new regulation completely overhauls the REPROCANN system — the registry that authorizes the legal cultivation of cannabis for therapeutic purposes.
The resolution redefines who can cultivate, under what conditions, and with what requirements. According to the text signed by the Minister of Health, Mario Lugones, the measure aims to combat commercial abuses and ensure the integrity of the system.
Below, we explain the main changes in REPROCANN for 2025.
REPROCANN 2025: new categories and rules for registration
One of the central changes in Resolution 1780/2025 is the redefinition of the categories eligible for registration. Now, there is a clear distinction between self-cultivators with a medical prescription, cultivators for third parties, non-profit civil organizations, and — for the first time — scientific research projects.
Users/patients (self-cultivators)
Individuals with a medical indication for therapeutic use of cannabis can still register as self-cultivators. However, the new regulation requires that the prescribing physician be registered in the Federal Network of Health Professionals Records (REFEPS) and have specific training in medicinal cannabis.
If the patient is unable to cultivate, they may be represented by a family member, guardian, or legal representative, with informed consent. The certificate is valid for three years — as already defined by Resolution 766/2023 and ratified by the new regulation.
Cultivators for third parties
This category, previously known as 'solidary third party,' has been maintained, but with new limitations to prevent abuses and unauthorized commercial use. Now, it will only be allowed to cultivate for one additional patient (in addition to the cultivator themselves, if they are also a user). The requirements include:
- Express consent of the patient;
- Patient's waiver of any other connection with entities or producers;
- Submission of semi-annual chromatographic analysis;
- Notified and certified cultivation address;
- Certificate of no prior offenses related to drugs;
- The certificate will be valid for 1 year.
Civil organizations and foundations
Non-profit entities will be able to cultivate cannabis for registered patient groups. The certificate will also be valid for 1 year. The requirements for these entities include:
- Legal constitution in Argentina;
- Therapeutic purpose in the social statute;
- Appointment of a medical director with training in cannabis and a technical manager with agricultural experience;
- Technical justification for up to three cultivation addresses;
- Periodic reports on production, genetics, patients, and therapeutic results;
- Guarantee of confidentiality of medical information.
Research and development projects
This is a new category formally recognized by the legislation. It includes universities, research centers, and technical institutions studying cannabis for medicinal, therapeutic, agronomic, or social purposes.
Now, these institutions can officially register in REPROCANN, provided that:
- They are approved under Law 27.350;
- Maintain a formal relationship with patients or associations;
- Submit detailed semi-annual reports, including information on doses, methods, genetics, and cannabinoid concentrations;
- Register in the special substances control system.
The Ministry may require additional information at any time, reject incomplete reports, and revoke registrations in case of deviations from scientific objectives.
Validity of certificates from 2025
The validity of the REPROCANN certificate varies by category. For self-cultivators, the duration is 3 years. Third-party cultivators, organizations, and research projects have a one-year guarantee.
New requirements for physicians
Resolution 1780/2025 establishes unprecedented requirements for physicians prescribing cannabis:
- Registration in REFEPS;
- Specific academic training in medicinal cannabis (recognized courses, diplomas, or certifications);
- Registered digital signature at the Ministry of Health;
- Bilateral informed consent, with an official model (Annex III) signed by the physician and patient.
- Acceptance of academic training will depend on official recognition by the Ministry of Health.
Cooperation with provinces and CABA
Provincial authorities and the Autonomous City of Buenos Aires may access REPROCANN data, provided they respect the criteria of the Personal Data Protection Law (Law 25.326). This will allow more effective supervision of crops in their territories without violating user privacy.
Ministry may revoke authorizations
Article 10 BIS has been created, authorizing the Ministry of Health to revoke licenses by court order in case of deviations, irregularities, or documentary fraud, and for non-compliance with therapeutic purposes or obligations.
The Ministry may also notify professional councils, local authorities, and oversight bodies in case of serious infractions.
Existing REPROCANN registrants need to adapt
Previously issued authorizations will not be automatically invalidated, but holders must comply with the new rules. The deadline is six months from the official publication — approximately until November 2025 — to:
- Update documentation;
- Re-declare cultivation addresses;
- Submit certificates or authorizations required by the new categories.
