The Bill (PL) 3,274/21, which establishes a state policy to encourage the use of medicinal cannabis products, was approved in the 1st round by the Plenary of the Minas Gerais State Legislative Assembly (ALMG). The initiative, authored by Deputy Beatriz Cerqueira (PT), moved forward during the Ordinary Meeting this Wednesday (24), the same day that the city of Uberaba (MG) approved its policy for distributing cannabidiol (CBD) products.

The bill was approved in the form of substitute no. 4, after receiving amendments and returning for analysis by the Fiscal and Budgetary Oversight Committee (FFO). The changes, proposed by Deputy Sargento Rodrigues (PL) and other parliamentarians, were incorporated into the new version.

The approved text restricts the support of state public institutions to the cultivation, harvesting, and handling of cannabis seeds, seedlings, and derivatives. With the removal of the mention of individuals, the assistance is limited only to legal entities.

Now, the proposal that regulates medicinal cannabis in the state returns to the Fiscal and Budgetary Oversight Committee (FFO) for further analysis before moving on to the 2nd round of voting.

The history of the Medicinal Cannabis Bill

Originally, Bill 3,274/21 focused on providing medications based on cannabidiol (CBD) through the public system. However, throughout its processing, the project was expanded to become a state policy to encourage research on medicinal cannabis.

Other versions of the text removed the restriction of use
