Four cannabis organizations are enabled in preliminary list for Conad election

The National Council on Drug Policies (Conad) released the preliminary list of enabled and not enabled civil society organizations for the election regarding the 2025-2027 biennium. Notice nº 2/2025 was published on Friday (15) in the Official Gazette of the Union.

The list details the 27 enabled organizations, including three cannabis associations and one federation. Among them, the Cannabis Support and Research Association (ACCURA); Integrative Health and Phytotherapeutic Association (SouCannabis); Therapeutic Medicinal Cannabis Flower of Life Association and the Federation of Therapeutic Cannabis Associations (FACT).

A total of 34 entities were left out, with only two related to cannabis. The section of not enabled organizations presents the reasons for refusal, usually related to non-compliance with items of the notice, such as articles 4.10 and 4.11 — which can be consulted in the official document.

 

Deadlines and resources

 

The notice establishes that appeals against the preliminary decision can be filed between August 15 and 20, 2025, through the Electronic Information System (SEI/MJSP). The Executive Secretary of Conad, Marta Rodriguez de Assis Machado, signs the document.

The final list of enabled organizations will be published on August 29. The inauguration of the new members is scheduled to take place during the 2nd Ordinary Meeting of Conad on October 23.

 

Conad and cannabis

 

In December 2024, Conad approved a report from the Working Group (WG) on cannabis regulation, which addresses cultivation for medicinal, scientific, and industrial purposes. One of the highlighted points was the creation of a governance body to regulate the sector.

The document was presented amidst the decision of the Superior Court of Justice (STJ) authorizing the advancement of cultivation regulation, currently led by the Federal Government, with a deliberation forecast for September 30, 2025.
