Congressman Daniel Coelho (Citizenship/PE) has requested urgency from the President of the Chamber of Deputies, Arthur Lira, in the consideration of PL 399/2015. The bill, authored by Congressman Fábio Mitidieri, aims to authorize activities such as cultivation, processing, storage, transportation, industrialization, handling, and commercialization of cannabis-based products in the country.

However, the bill is literally stalled in the Chamber of Deputies awaiting consideration of the appeal, which was requested in June 2021 by Federal Deputy Diego Garcia (PODE-PR). In the document, signed by 129 deputies, lawmakers request that the bill be voted on by the plenary of the legislative house. A process that would not be necessary, as the bill was approved by a special committee, led by Congressman Paulo Teixeira (PT-SP), and should have proceeded directly to a vote in the Senate.

Now, Garcia's appeal must be submitted for evaluation by all deputies, and if approved, the bill will be taken to the plenary. If the appeal is rejected, the bill will move to the Senate.

Therefore, the congressman from Pernambuco requests the extremely urgent urgency regime, according to Art. 155, so that PL 399/2015 can proceed in the Chamber or the Senate. To obtain approval, the request needs 256 signatures. As of June 9, 2022, there are 29 signatures. 

“The appeal is not for it [the bill] to remain in the drawer forever. Last week, I submitted an urgency request and already requested the support and signatures of the gentlemen and ladies lawmakers who understand the suffering and pain of the thousands and thousands of families that need cannabis in their treatments,” said Coelho in a parliamentary session.

Behind the scenes of the legislative house, there is a rumor that this is a sensitive issue and that many deputies and senators are afraid to discuss the matter in an election year. Regarding this, Coelho reflects: “There is no inconvenient topic, there is no bad topic when what is at stake is the health of the Brazilian population.” 

The story of the congressman from Pernambuco and the plant

Daniel Coelho is a strong advocate for the medicinal use of cannabis, as he knows firsthand the benefits of the plant. Daniel's wife, Rebeca Coelho, had a tumor in her intestine and needed to undergo chemotherapy treatment. Nausea, vomiting, and loss of energy became part of Rebeca's routine. With cannabis oil, the side effects of chemotherapy were reduced, and the congressman's wife could return to normal life.

“From the second to the third year that my wife was undergoing chemotherapy, it was when she decided to test cannabis oil, and there was a huge improvement in her quality of life. A chemotherapy patient is a medicine bomb. As you have the possibility to use cannabis oil, you reduce the use of medications, which are very strong, reduce corticosteroids, nausea, improve sleep quality, and you feel like getting out of bed,” declared the congressman in the Cannabis Thinking.
