Federal deputy Luciano Ducci (PSB-PR), who is the rapporteur of the substitute for Bill 399/2015, which aims to regulate the cultivation, processing, research, production, and commercialization of Cannabis-based products for medicinal and industrial purposes, considers that the Argentine decree reinforces the idea that the issue is on the agenda worldwide and that Brazil can no longer waste time with ideological discussions, needing to move forward. "Despite the differences between what Argentina decided, what Uruguay, Colombia allow, undoubtedly, it is one more country that recognizes society's need for these medicines," he said.

He believes that the Argentine decision may facilitate the approval of PL 399/2015. "Any and all discussion, legislation that contributes to access to quality information helps us. We are not inventing anything, the world, more than 50 countries that have their legislation on the subject, reinforce this idea. Argentina is another country that advances the issue, as well as recently the United States, Turkey, among others."

Ducci believes that Argentina is ahead of Brazil in this regulatory issue. "The Argentine state has taken on the responsibility for access to medicines, without ignoring the needs of so many who require cannabis-based medications," he emphasized. "As you have access to the medication at the pharmacy, at an affordable price and safely, health is greatly benefited, for sure. From an economic point of view, only time will tell, it seems to me that the focus of the decree has been exclusively on access to health."
