The Committee on the Rights of Persons with Disabilities of the House of Deputies will hold a public hearing to discuss Bill 2259/25 on Tuesday (05). The proposal deals with supporting non-profit civil associations dedicated to the cultivation, production, distribution, and research of medicinal cannabis.
The debate will take place at 4:00 PM, in plenary 13, at the initiative of Deputy Max Lemos (PDT-RJ).
Cannabis as a policy for inclusion and public health

According to the parliamentarian, the objective is to discuss mechanisms to ensure the legal and responsible operation of these associations, which provide assistance to thousands of patients with disabilities and chronic diseases, such as refractory epilepsy, autism, Parkinson's, Alzheimer's, and neuropathic pain.
Max Lemos emphasizes that the entities play an essential role in promoting access to health and quality of life, especially among low-income families, who often do not find accessible therapeutic alternatives in the traditional healthcare system.
"The public hearing aims to provide a democratic space for listening and debate with experts, association representatives, government agencies, and patient families, contributing to the improvement of legislative matters and the formulation of a solid, humanized, and inclusive public policy," the deputy states in a publication by the House.
Among the participants in the public hearing are confirmed:
- A representative from the Ministry of Health;
- Representative of the National Secretariat for the Rights of Persons with Disabilities, linked to the Ministry of Human Rights and Citizenship;
- Federal counselor for the state of São Paulo of the Federal Council of Medicine (CFM);
- Representatives of medicinal cannabis associations in Brazil.
