The majority of New Yorkers want cannabis to be legalized for adult use, according to a new survey. They also expressed a preference for home delivery, personal cultivation, and retail and cultivation operations in their neighborhoods.

The Consensus Strategies survey asked New York residents about a variety of marijuana-related issues. These included those related to social equity and licensing. It showed that people in the state are ready for a change that largely aligns with the proposals moving through the legislature.

The study found, for example, that 61% of New York adults support the legalization of marijuana for adult use. But it also offered unique insights into the details of what residents expect to see from a legal marijuana market for medicinal use.

Number of People Supporting Cannabis Business Establishments in Their Neighborhoods Reaches 56%

According to the survey, 56% of respondents said they would be fine with having retail marijuana businesses in their neighborhoods, while 53% support allowing cultivation facilities near their homes. Another 53% said they favor allowing marijuana companies to deliver products to consumers.

A small majority (51%) said that people from areas most affected by the war on drugs should have priority for licensing, and about half (50%) said that people with previous convictions for selling marijuana should be able to operate a legal business.

The majority of respondents said that local jurisdictions should have self-exclusion authority, allowing them to prohibit marijuana shops from operating in their areas.

In terms of home cultivation, 52% said that adults should be able to grow a limited number of plants for personal use. This is notable in the context of legislative negotiations over measures to legalize cannabis, as Governor Andrew Cuomo's (D) plan omits a home cultivation option, while a bill sponsored by Assembly Majority Leader Crystal Peoples-Stokes (D) and Senate Finance Chair Liz Krueger (D) would allow home cultivation.

Sales Rules and the Destination of Profits

About three in four respondents said that selling marijuana to people aged 18 to 21 should be a misdemeanor, compared to 22% who said it should be considered a crime.

Additionally, the survey also asked about proposals to allocate a portion of marijuana tax dollars to support community reinvestment for those disproportionately harmed by criminalization. 59% agreed that part of the revenue should be allocated for this purpose.

But not everyone who said they support marijuana legalization would visit a legal retailer, the survey found. About half of respondents (49%) said they were “likely” or “very likely” to go to a cannabis store at least once, while the other half said they probably would not participate in the market.

Overall, support for legalization is stronger upstate, where 67% support the reform.
