Paraguay Advances Towards Controlled Legalization of Cannabis: An Economic and Social Debate

The Minister of Industry and Commerce, Javier Giménez, highlighted that the Paraguayan government is actively exploring the possibility of legalizing cannabis in a controlled manner, emphasizing the economic benefits that this measure could bring to the country. "The legalization of marijuana is gaining more and more strength. It makes economic sense, as this business is in the hands of organized crime," stated the Minister.

Economic Arguments: A New Revenue Source

Minister Giménez emphasized that the main incentive to advance in legalization is the fiscal impact that could be achieved by regulating the cannabis market. Currently, the illegal marijuana trade represents a significant source of revenue for organized crime, a scenario that could be reversed by applying taxes in a legalized sector.

"We cannot deny that it is a product with a great global demand. When you do the calculations, a 'joint' can cost $50 and contains one gram of cannabis. This means that a ton of cannabis can generate revenues close to $10 million. With these numbers, cannabis could become one of Paraguay's top five export products in terms of value," explained Giménez.

The proposed model includes an 18% tax on cannabis products intended for adult use, which would be marketed exclusively through authorized dispensaries and under strict state supervision.

This infrastructure includes production, control, and distribution systems that have allowed the commercialization of finished products both in the local market and in highly competitive international markets.

The government is working together with the Paraguayan Industrial Cannabis Chamber to expand the legal framework that regulates the sector. This collaboration aims to ensure that the transition to a legalized market is efficient and meets the necessary quality and oversight standards.

Economic and Social Impact

The controlled legalization of cannabis could generate significant revenues for the State through taxes, as well as promote job creation in an emerging sector. Additionally, by regulating the market, it would be possible to weaken one of the main sources of funding for organized crime, contributing to national security.

On the other hand, the project also presents challenges in terms of regulation and education. Commercialization would be strictly limited to adults and supervised by the State, which requires a considerable effort to ensure compliance with the standards.
