Medicinal Cannabis and Industrial Hemp will be discussed at an event held this Wednesday (17) in Campinas. The Parliamentary Front for Medicinal Cannabis and Industrial Hemp is an initiative of the mandate of councilwoman Paolla Miguel (PT) - party leader in the Chamber.

What is the Parliamentary Front for Cannabis?

The goal of the Parliamentary Front is to be a monitoring group for the legislation on the subject that is being discussed and approved in different Legislative Houses across the country, including the impacts of Law 17.618/23, sanctioned by Governor Tarcísio de Freitas. In the same vein, it aims to study international public policies regarding the theme of Medicinal Cannabis and Industrial Hemp, as well as to discuss and propose, in conjunction with civil society, measures for its implementation in the city of Campinas. 

With the front established, the expectation is that Campinas will become one of the main cities in Brazil to engage in this public health policy debate. In addition to the obvious benefits to patients, Medicinal Cannabis stimulates a market with the potential to bring in billion-dollar investments for the municipality, the state, and the country. Data from the Brazilian Association of Cannabis Industries (Abicann) estimates that the industry could attract up to $30 billion and generate 300,000 jobs within ten years, with $15 billion of this concentrated in the medicinal area.

“Medicinal cannabis is a safe and effective option for treating a wide variety of medical conditions, including epilepsy, anxiety, chronic pain, among other diseases. Currently, those who can afford a consultation with a specialist doctor and hire a good lawyer have access to treatment, but the poorer population is deprived of this option,” explains Paolla Miguel, who is the president of the Human Rights and Citizenship Commission of the Chamber.

“With this space, we councilwomen and councilmen will be able to hold broad debates to think about municipal public policies to make cannabis-based treatment more accessible to those who need it. With the growing interest across the country in using cannabis for medicinal purposes, it is important that Campinas joins other cities that are leading this movement,” the parliamentarian advocates.

Seminar “Medicinal Use of Cannabis”

The launch of the Parliamentary Front will take place as an initial activity of the 1st Seminar “Medicinal Use of Cannabis,” from May 17 to 19. Free and open to the community, it will be held by the House in partnership with the Legislative School of Campinas (ELECAMP) and the mandate of councilwoman Paolla Miguel (PT). At the end, participants will receive a certificate.

PLs Attempt to Regulate the Topic in Campinas

Last year, Paolla Miguel presented PL 114/2022, which proposes the Municipal Program for the Use of Cannabis for Medicinal Purposes. The project aims to provide free cannabis-derived medications for diseases that are proven to be effective, such as epilepsy, ASD, sclerosis, Alzheimer's disease, fibromyalgia, among others. She is also the author of PL 115/2022, which aims to promote studies and encourage the development of research on the pharmaceutical, medicinal, and industrial uses of cannabis and industrial hemp - a matter that has already received a favorable opinion from the Justice and Legality Commission.
