The Ministry of Agriculture and Livestock (MAPA), through the Secretariat of Rural Development, published SDR/MAPA Ordinance No. 815. The document, dated December 26, 2025, formalizes the new MAPA Public Consultation.

The measure was disclosed in the Official Gazette of the Union (DOU) last Monday (29). The objective is to update the reference list of domesticated or cultivated plant species introduced in the national territory.

With the publication, a 30-day period is opened for society to participate. Technical and civilian sectors can submit suggestions on the annex of Normative Instruction No. 14/2021 during the MAPA Public Consultation.

 

Cannabis in the MAPA Public Consultation


The update is of particular interest to the medicinal and industrial cannabis sector. Cannabis sativa L. is explicitly listed in Annex I of the proposal discussed in this MAPA Public Consultation.

The technical text lists the plant with the common names "Marijuana" and "Hemp". Furthermore, it details relevant synonymies for botanical classification, including Cannabis indica Lam. and Cannabis ruderalis Janisch..

Subspecies such as C. sativa subsp. indica were also included. The presence on the official list reinforces the recognition of the plant as an introduced and cultivated plant species in Brazil, a vital step for agronomic regularization.

 

How to participate in the MAPA Public Consultation


The central objective of the ordinance is to update the basis for agricultural regularization and promotion activities. Contributions submitted to the MAPA Public Consultation must be technically substantiated.

Interested parties must follow the model stipulated in Annex II of the Ordinance. Suggestions, inclusions, or requests for exclusion must be sent to the official emails: luis.pacheco@agro.gov.br and carolina.saraiva@agro.gov.br.

The deadline for submission ends in late January 2026. The deadline is counted 30 days after the official publication of the document.

 

Agricultural Context in the MAPA Public Consultation


Although cannabis is a highlight, the list submitted by Acting Secretary João Crescêncio Aragão Marinho is extensive. The MAPA Public Consultation covers a wide range of crops essential to agribusiness.

The document catalogs major commodities, such as Soybean (Glycine max) and Corn (Zea mays). Various varieties of Coffee (Coffea arabica and C. canephora) also make up the text.

Forest species, like dozens of types of Eucalyptus (Eucalyptus spp.) and Pine, are present. Essential horticultural crops, such as Potato (Solanum tuberosum) and Tomato (Solanum lycopersicum), demonstrate the breadth of the update.

Ordinance No. 815 repeals the previous measure of the same content (No. 814, dated December 18, 2025). The text is already in force and awaits contributions from the productive sector.
