On the morning of this Tuesday (08), the first discussion took place in the ordinary session of the Sorocaba City Council (99 km from São Paulo). The Bill by councilman Fábio Simoa (Republicans) provides for incentives for the implementation of the municipal policy for the use of cannabis for medicinal purposes.

The project stipulates that it is the patient's right to use national or imported medications based on medicinal cannabis, provided that it is duly authorized by a court order or by the National Health Surveillance Agency, and prescribed by a medical professional accompanied by the appropriate prescription report.

The project also outlines the guidelines and objectives of the proposal, seeking to improve health conditions and the dignity of individuals. With a favorable opinion from the Justice Commission, the agenda received only one opposing vote, from councilman Luis Santos (Republicans). The Health Commission gave a favorable opinion.

Obstacles 

However, Sorocaba's mayor, Rodrigo Manga, also from the Republicans, announced in a press conference on October 19 measures defined by him as "war" against the March of Marijuana, scheduled for November 12 in the city.

A former crack and other drug user, Manga has made the fight against chemical dependency a political banner. He is responsible for the anti-drug policies of the National Front of Mayors and intends to take the announced actions in Sorocaba to other cities in the country.

In a statement released after the mayor's "war" declaration, the organizers of the March of Marijuana emphasized that the demonstration is a right guaranteed by Article 5, item 26, of the Federal Constitution.

The chosen location for the meeting point of the demonstration, scheduled for 4:20 PM on the 12th, is Frei Baraúna Square, in the central region of Sorocaba.
