Sorocaba discusses regulation of medicinal cannabis use focusing on access and feasibility
City Hall evaluates the implementation of a public policy to provide cannabidiol-based medications in the municipality

The City Hall of Sorocaba received, this Monday (21), the state deputy Caio França, author of State Law 17,618, which guarantees access to cannabidiol-based medications.
During the meeting, held in the office of Mayor Rodrigo Manga, actions were discussed for a feasibility study aimed at providing this type of service to the local population. The meeting took place on the sixth floor of the Municipal Building, in the Alto da Boa Vista neighborhood.
In the municipality, access to therapeutic treatments with cannabinoid-based medications was instituted by Law No. 13,253/2025, authored by councilman Fábio Simoa. Based on this legislation, the Public Administration is seeking references to structure a project that enables the distribution of medications based on this active principle, through medical prescription, authorization from Anvisa or the Judiciary.
“We know that alternative treatments have shown effective results for treating patients with specific pathologies. We, as the Public Authority, have the duty to follow this evolution and ensure that the population has quality of life, with dignified treatment,” highlighted Mayor Rodrigo Manga during the meeting.
State model as a reference for local public policy
During the meeting, Deputy Caio França shared the measures adopted by the State Government to serve patients of the Unified Health System (SUS) with cannabis-based medications, emphasizing the importance of implementing the treatment as a therapeutic alternative to conventional drugs.
The proposal of the Municipal Administration is to develop a project that includes pathologies not covered by the State, such as refractory epilepsy and Autism Spectrum Disorder (ASD) with severe agitation or aggressiveness.
“This is the moment when we will gather all the necessary information to develop a local public policy. So far, the initial idea is to serve patients who are not yet receiving treatment through the State's high-cost pharmacies,” stated the municipal health secretary, Dr. Priscila Feliciano, who also participated in the meeting.
Project will follow protocols already used in the State
Although it includes pathologies outside the SUS coverage, the municipal project will follow the models adopted at the state level, using standardized medical forms and reports to monitor the benefited patients.
In addition to the mayor and the state and municipal health representatives, the meeting was attended by municipal secretaries Douglas Moraes (Legal – SEJ), Lucas Pedrozo (Communication – Secom), Luiz Henrique Galvão (Institutional and Metropolitan Relations – Serim), as well as councilman Fábio Simoa, author of the municipal law.
