Cannabis in Germany: country sets record for imports and expands cultivation clubs

The Cannabis market in Germany is going through a period of intense transformation, driven by a significant increase in domestic demand. The current scenario is marked by two parallel trends that are redefining the sector in the country.

A record growth in imports of flowers for medicinal use is observed. Simultaneously, there is a progressive structuring of cultivation associations focused on adult use.

 

Record imports of Cannabis in Germany


Recent data from the Federal Institute for Drugs and Medical Devices (BfArM) indicate a historical high in the sector. In the third quarter of 2025, Cannabis in Germany recorded the import of 56,915 kilograms of medicinal flowers.

This is the highest quarterly volume ever recorded since the beginning of official monitoring. In addition, the numbers for the second quarter were revised upwards, from 43,257 to 47,706 kilograms.

This revision confirms a sustained growth curve in the Cannabis market in Germany. The supply chain is predominantly dominated by two countries, which account for the supply in 2025:

- Canada: 66,237 kg

- Portugal: 42,076 kg

Other exporters, such as Australia, Colombia, Uruguay, and the Netherlands, contribute with smaller volumes. However, these nations maintain regular and increasing shipments to supply the German market.

Due to the accelerated pace of imports, the annual limit set by the government, of 122 tons, was reached as early as September. To prevent shortages, the import ceiling for Cannabis in Germany was adjusted to 192.5 tons, allowing the resumption of authorizations.

 

Advancement of Cannabis clubs in Germany


In the context of adult use, the country continues to consolidate the model of cannabis social clubs, known as "Grow Clubs". These community structures operate on a non-commercial basis, with production exclusively for the members' consumption.

The system has been in operation since July 2024 and reflects the new Cannabis policy in Germany. According to a survey by ICBC and the Federal Association of German Producers' Associations (BCAv), the scenario until November 2025 was as follows:

- 791 groups started the license application process;

- 357 associations have already been authorized to operate.

However, the geographical distribution of these entities shows regional disparities. Applications are mainly concentrated in the states of North Rhine-Westphalia, Lower Saxony, and Berlin, while smaller regions show reduced activity.
