Anvisa bans sale and advertising of cannabis products

The Agência Nacional de Vigilância Sanitária (Anvisa) has banned the commercialization and advertising of several cannabis-derived products advertised on the internet and on a social media platform. The measure is detailed in Resolution-RE No. 3,717, of September 18, 2026, published in the Diário Oficial da União this Monday (21).
According to the resolution, the products were advertised on the website “CBD Medicina Natural” and on the @medicinatural.sac profile. The company responsible for manufacturing was not identified by the agency.
According to Anvisa, advertising and sales listings for the cannabis-derived products were verified to be operating without registration or authorization from the agency. The inspection action applies to all batches of the products described in the document as “Diversos de Cannabis”.
What Anvisa determined
The resolution classifies the products as medications and determines the ban on commercialization and advertising.
The measure was enacted by Anvisa's General Management of Health Inspection and Surveillance and is grounded in Articles 2, 12, and 59 of Law No. 6,360/1976.
The document identifies the responsible company as “Unknown” and states that the CNPJ is also unknown.
The resolution cites the website CBD Medicina Natural and the profile @medicinatural.sac as distribution channels.
Products lacked registration or authorization
In the justification for the measure, Anvisa states that it verified advertising and sales offers for cannabis-derived products without health registration or authorization.

Measure does not represent a blanket ban on cannabis
The decision published in the Diário Oficial refers specifically to the products identified in the annex of Resolution-RE No. 3,717 and does not establish a blanket ban on cannabis products regularized by Anvisa.
What the agency ordered in this case was the cessation of commercialization and advertising for the products mentioned in the resolution, due to the lack of registration or authorization.
This distinction is crucial because the measure does not, in itself, alter the rules applicable to Cannabis products that are formally compliant and authorized by Anvisa.
Resolution also addresses other medications
Resolution-RE No. 3,717 brings together five health surveillance enforcement actions.
