The Netherlands has launched the Dutch Cannabis Experiment, a government-backed pilot project involving ten municipalities and ten licensed producers. According to CannaReporter, the goal is to test whether a fully regulated supply chain, from production to sale, can increase safety, reduce crime, and improve product quality.
The program is already underway, using indoor crops with strict quality and compliance standards. According to Theo Tekstra, from Fluence, this is a research experiment to assess the impacts of regulated production on safety, health, and crime, as published by the Portuguese newspaper.

Six out of the ten producers use Fluence lighting solutions. The company contributes not only with equipment but also with technical expertise and cultivation practices acquired in mature markets. André Lagareiro, from Fluence, explains that early involvement helps guide producers and ensure the success of operations throughout the experience.
Challenges include large-scale production, up to 6.5 tons of cannabis per year, and maintaining the culturally expected quality, especially in hashish. Lighting, temperature, and irrigation are essential to meet consumer expectations.
Planned for four years, the experiment serves as a living laboratory for cannabis regulation in Europe. With over half of the legal production using Fluence lights, the project is already paving the way for a safer, more sustainable, and transparent cannabis market model.
