During the Brazilian Congress on Medicinal Cannabis 2025, one of the central themes in the corridors and panels was the revision of RDC 327 by the National Health Surveillance Agency (Anvisa). Gustavo Palhares, CEO of Ease Labs, a pioneering pharmaceutical company in the sector, assessed the current scenario as a turning point for the market and for patient safety in Brazil.

For the executive, the recent public consultation, which received over 1,400 contributions, reinforces the importance of social participation in the construction of regulations. "I believe that these discussions on regulatory changes are a super important environment for all sides of society to express their opinions regarding this regulatory evolution," Palhares stated.

 

Flexibility with safety

One of the highlights of the regulatory discussion is the possible change in the risk classification of cannabis-based products. For Ease Labs, science already provides sufficient support for significant advances, especially for products with low tetrahydrocannabinol (THC) content.

"In our view, Anvisa is quite clear that cannabis products, especially those with up to 0.2% THC, have proven safe for treatment," explained the CEO.

This perception of safety opens doors for practical changes in the dispensing of medications. Palhares optimistically views the proposal to change the prescription requirement, moving from the A prescription notification (black label) to the special control prescription (red label), as well as a "possible inclusion of other classes of prescribers."

 

Technical rigor in focus

 

Despite the prospect of greater access, Palhares warns that market maturity will come with greater demands. According to him, the regulatory agency tends to "raise the bar" regarding the technical rigor required from companies.

"In our view, the agency is very focused on patient safety," Palhares pointed out. "Anvisa's role is quite clear in trying to build a regulatory framework that ensures the safety of the Brazilian population."

 

 

A special moment for the sector

 

Beyond the rules, the atmosphere at the Congress was one of optimism regarding business. The executive classified the current stage of the Brazilian market as a "very special moment," citing the opening of new sales channels and product possibilities. Palhares also highlighted the relevance of the event organized by Sechat for the maturation of the medicinal cannabis ecosystem.

The Brazilian Congress on Medicinal Cannabis has established itself as the main stage for scientific and regulatory debates in Latin America. Following the success of the 2025 edition, the organization is already preparing for next year's meeting.
