The creation of regulated spaces for social cannabis consumption is advancing in the Americas with distinct approaches in the United States and Mexico. While the North American market invests in high-end lounges inspired by hospitality, Mexico City has established tolerance zones in public areas.
In both scenarios, the central goal is to remove use from illegality and organize it under coexistence rules. However, the implementation of these models faces bureaucratic challenges and local resistance.
The business model for social cannabis consumption in the US
In the United States, it is projected that fourteen states and the American Virgin Islands will allow some form of local use in licensed establishments by 2025. The model requires robust infrastructure, including advanced ventilation and isolation systems.
In addition, there is a need to train teams to identify signs of excessive use. These protocols are similar to those applied in responsible alcohol service in bars and restaurants.
However, the economic viability of these social cannabis consumption ventures faces barriers. In Nevada, the AB341 law authorized the issuance of 65 licenses in 2021, but, four years later, only one establishment operates legally, according to information from cáñhamo.
The sector's cited obstacles include high capital requirements and municipal restrictions. Lack of access to the traditional banking system also hinders operation, with the exception of the Sky High Lounge, managed by the Paiute Tribe under tribal sovereignty.
In California, a hybrid model is being developed that combines plant use with the offering of non-alcoholic food and beverages. Despite the cultural proposal, fixed costs remain high due to health and workplace safety standards.
Tolerance zones for social cannabis consumption in Mexico
In the Mexican capital, the approach focuses on occupying public space through agreements with activist groups. The local government has delimited specific areas, such as Plaza de la Concepción and the monument to Simón Bolívar, for tolerated use.
The rules for social cannabis consumption in these locations are strict. Operation takes place from 8 am to 8 pm, with a ban on sales, veto on alcohol, and a 40-minute stay limit, with image registration prohibited.
