Mayor of Recife sanctions Policy for distribution of cannabis-based medications

The Mayor of Recife, João Campos, sanctioned the Municipal Policy for the Use and Distribution of Cannabis-Derived Medicines in the Unified Health System (SUS). Law No. 19,324, published in the Official Gazette, came into effect on Saturday (30).
This new policy allows the distribution of cannabis-based products, such as extracts, ointments, capsules, suppositories, among others, to patients. Additionally, the law promotes scientific production, encourages local debate, and supports the training of healthcare professionals.
According to the document, the improvement of the policy will be carried out through continuous dialogue between the government and civil society. This process will involve holding hearings, public consultations, and conferences to ensure an inclusive and transparent approach.
"The sanction is a historic advancement for Recife. With this, more people will have access to medications that help treat various diseases," said Councilwoman Cida Pedrosa, the proponent of the bill that led to the new legislation.

Pernambuco Legislative Assembly approves policy for supply of cannabis-based medications
In November, the Legislative Assembly of the State of Pernambuco (ALEPE) unanimously approved Substitute Bill 01/2024, which establishes the State Policy for the Supply of Medicines and Cannabis-Derived Products for Medicinal Treatment. The measure represents a milestone in health inclusion and access, benefiting patients who rely on medicinal cannabis to treat serious illnesses.
New law expands access and reduces costs for patients
Deputy João Paulo, one of the authors of the substitute bill, celebrated the approval as a significant advancement for the people of Pernambuco. “We had an tireless fight, with much resistance for the acquisition of cannabis medications. Many times this house received patients and their families, who reported significant improvements in quality of life with the use of cannabis,” stated the parliamentarian.
Between 2022 and 2024, Pernambuco allocated over R$ 1 million to comply with court decisions related to these medications. With the new policy, João Paulo believes it will be possible to decentralize access, serving patients regardless of their financial condition. The proposed model will be aligned with the Unified Health System (SUS), promoting equity in healthcare.
Medicinal cannabis at the center of public health promotion
Deputy Socorro Pimentel, a pediatrician and advocate of the project, highlighted the efficacy of cannabidiol in conditions such as epilepsy, Parkinson's, Alzheimer's, cancer, and fibromyalgia. “Science has already tested and proven the efficacy of cannabidiol in various conditions. We need to democratize this access, as the current cost is very high,” said the parliamentarian, emphasizing that the medication is already widely used in other countries.
